Hello,
Actually, not much is said about personal Home Stones. Tarl's father Matthew had one. Most references to a personal connection with a Home Stone is that of the Home Stone of the city in which you have citizenship. Then, to narrow this to only references describing women, makes the results even less. However, to be sure, there is no reason to believe a woman could not have a personal Home Stone.
Follow now are some quotes which while not directly addressing the question should give you some insight.

Citizenship in most Gorean communities is not something accrued in virtue of the accident of birth but earned in virtue of intent and application. The sharing of a Home Stone is no light thing in a Gorean city.
