Answer

To fully answer your question, I would need to teach you a few, much more basic, things about Gorean Law.

There is no "Gorean Law" that binds all the population of known Gor.

There is however Merchant Law.

But even Merchant Law is not 'mandatory'.

Only if a city's representatives wish to be allowed to participate in the Sardar Fairs, is that city required to abide by Merchant Law.

There is no rule of Merchant Law which prohibits free women from training slaves.

All that the books tell us of Merchant Law can be found here .

Then there is City Law. The laws of a city extend no further than her walls.
But there is no city law which prohibits free women from training slaves.

All that the books tell us of City Law can be found here .

The books tell us quite a bit about the training of slaves.
But not that free women cannot train slaves.

All that the books tell us of Slave Training can be found here.

And finally, the books tells us quite a bit about free women.
But not that free women cannot train slaves.

All that the books tell us of Free Women in general can be found here.

And specifically with regards to Free Women and slaves in particular, can be found here.

So, no, I don't believe there is a law prohibiting free women from training slaves.
