Tal from Ar, I could not find the quote in assassin's page here, but knew I saw it some where. So just was curious if you were able to answer my question, thank you. Was marked killers allowed to roam freely to kill in cities, or would city guard keep an eye out along with guard important people? I believe saw a Pani quote that there was a killer there, and guard put on alert. Another in southern city, that officials would be surrounded by guards.

When I first read your question I was irritated. But then I thought, maybe, you were not looking in the right place or not sure how to look, even if you were in the right place.

So, first of all, if you have a question about the Caste of Assassins, the place to look is The Gorean Cave > Castes > Assassins which is here.

Now that we've found the right place, there is the "how to look".

At the bottom of the page there is a Search box where you can type in the key words.
However, this will search all of ~The Gorean Cave~ so typing in Pani, for instance, will return quite a few references.

The next option is a keyboard shortcut you can use to search any web page: Ctrl + F
The thing is, the letters p a n i are also in the word companion. So searching for a quote on the Pani pulls in a lot of other quotes that have nothing to do with the question.

Imagine now, searching the entire 34 book series and you might guess how frustrating it is to answer some search requests. But I digress . . .

I have collected every reference to the Caste of Assassins I could find.
That brings us to the last option one has if they are looking for a quote pertaining to the Caste of Assassins . . . read the whole page.

So, one quote tells us the Caste of Assassins is outlawed in some cities:
Not for many years had the black tunic of the Assassins been seen within the walls of Ar, not since the siege of that city in 10,110 from its founding, in the days of Marlenus, who had been Ubar; of Pa-Kur, who had been Master of the Assassins; and of the Ko-ro-ban Warrior, in the songs called Tarl of Bristol.

But other quotes show that an Assassin would not be bothered, even by guardsmen.
"He of the dark caste simply withdrew?" said a man.

"Undetained?" said a man.
"One does not interfere with one of the dark caste, when he is hunting," said the first man.
"Guardsmen?" inquired one of the men.
"Nor they," said the first man.

It could be, where you say "I believe saw a Pani quote that there was a killer there, and guard put on alert." is this quote:
The two Pani who had just entered the forest returned. One carried a crossbow.
"The assassin's weapon," said Lord Nishida.
"A weapon commonly employed by assassins," I granted him.
"We could not find the arm," said one of the Pani, he without the crossbow. "It was a sleen attack," said the other. "The beast must have carried it away, into the trees, to feed."
"We caught the scent of a sleen in the vicinity earlier," said a mercenary, one of the guards.
"Apparently the bowman did not," said a fellow.
"Nor would he," I said.
"Double the guard," said Lord Nishida.
"Behold," said one of the Pani, indicating with the shaft of his long glaive the figure brought recently to the road. "This man is dead."
