Answer Hello,
Without spending the time or taking up the space to post every single reference proving the fact that a slave may be slain for any reason, I will show three quotes. While it is true that a slave is never actually shown being killed, the sheer volume of text on the subject within the series, the fear expressed by the slaves and the knowledge of the masters is more than enough to conclude that it did happen. In other words, just because you can't see something does not disprove its existence.
As for who may attend to the discipline of a slave, to the point of killing, it is shown that any free person has that right. Two quotes are posted on this subject.
Now, these are the facts. If someone wants to make up their own set of "rules", I really don't care. "Cyberland" as you call it, is rife with those who take a few things from the books and make up everything else in between.
As an example, in the books, slaves serve beverages. This is a fact. But I have seen it said that slaves must hold the vessel to their chest for 'three beats of a slave's heart' as part of a serve or say the 'slave's prayer' before offering. No such examples exist in the books. It is not even alluded to.
Now, should a slave serve in such a way if commanded? Of course. If the master so wishes, she must serve holding the cup in her feet, walking on her hands and whistling Dixie. No problem. What is blatantly wrong is saying it is "Gorean by the book" to do so.
Following, now, are the quotes I mentioned above answering your question.
Fogaban
"The slave is totally subject to the master in all ways, and in all things. She is his to do with as he pleases. She depends on him for her food and the merest scrap of her clothing, if any. She is subject, completely, to his discipline, to his abuse and his whip. She is owned, like a sandal or saddle. She may be slain even on a whim, if her master wishes."

"I can be bought or sold, or given away," she said. "I may even be slain, on the least whim of a master."
"Yes," I said.
"Master," she said.
"Yes," I said.
"Masters do not respect their slaves, do they?" she asked.
"Of course not," I said.

"You may now be slain for as little as an irritable word, or for being in the least displeasing. Indeed, you may be slain upon the mere whim of a master, should it please him."

The discipline of a slave may be attended to by any Free Person, otherwise she might do much what she wished, provided only her Master did not learn of it. The legal principle is clear, and has been upheld in several courts, in several cities, including Ar.

"Any Free Man may discipline an insolent or errant slave," I said, "even one who is the least bit displeasing, even one he might merely feel like disciplining. If she is killed, or injured, he need only pay compensation to her Master, and that only if the Master can be located within a specific amount of time and requests such compensation." In virtue of such customs and statutes the perfect discipline under which Gorean slaves are kept is maintained and guaranteed even when they are not within the direct purview of their Masters or their appointed agents.
