Well, while free women did dance, no self-respecting, sane free woman would
dance openly in public. To do so in most cites would surely earn her a
collar. Here now are several quotes on this subject.

Sensuous dance is almost always performed by slaves on Gor. A free woman who
performs such dancing publicly is almost begging for the collar. In some
cities the sentence of bondage is mandatory for such a woman.
