Answer
Using the search word skull I find no reference to any culture on Gor where skulls had a 'use' after death.
I am of the opinion that what is written is enough. If on the other hand a person says "The books don't say it CAN'T happen." then anything else is possible.
So why not skull decorations? Certainly there are cultures where black magic and voodoo are common. Perhaps cultures where human bodies are eaten and then perhaps the contents of the skull is a delicacy.
I don't know, the imagination is endless.
