Answer
I would say yes, but this is one where you have to reason on what the books tell us.
With this quote being true, it seems unlikely (at least in every case) that the person would willingly leave the caste. Therefore is also seems reasonable that there would be cases where a person would be removed from the caste.
There were only three statuses conceivable to the Gorean mind outside of the caste system; slave, outlaw, and Priest-King. A man who refused to practice his livelihood or strove to alter status without the consent of the Council of High Castes was, by definition, an outlaw and subject to impalement.
