Greetings,
I am supposing you did not simply mean when a Mistress has a kennel in her house, as in this quote from Book 14.
"Do not put your clothing on, Lola," said the Lady Gina. "Go directly to your kennel. You will hear from me later."
"Yes, Mistress," said Lola. Then she looked at me. "I hate you, Slave!" she cried. "Slave!"

And I am also supposing you did not mean the "Mistress" is a first girl, as in these two quotes.
"Here is your kennel," said Sucha. "You will customarily be locked in here at night, if you are not serving the men."
"Yes, Mistress," I said.

"Where have you been?" asked Relia.
"About, Mistress," I said. Relia served as First Girl in our kennel. One addresses the First Girl as "Mistress." She needed not know where I had been. I had conducted a similar inquiry each morning, following the great storm.

So, other than those cases, no, I find no instance where a free woman is in command of a kennel. In other words, that's her job, so to speak.
