First, you say "[...] the Spring Equinox as the beginning of the New Year, the [...] calendar will begin with the corresponding Earth day of either March 19th, 20th or 21st.". Given that Gor is orbiting the sun exactly opposite to earth, wouldn't Gor's (Northern, with regards to the solar plane) Spring Equinox happen around the time of Earth's (Northern) Autumnal Equinox?
Answer Question 1 - Yes, without it being explicitly stated, we can deduce from what is written the Spring Equinox on both Gor and Earth happen the same day.
Question 2 - This quote explains that there are adjustments to the Gorean calendar.
The Gorean year, as that of its sister world, Earth, is approximately 365 days in length. Every few years, as necessitated, an additional day is inserted into the calendar, at the end of the waiting hand, but, as the Gorean year is apparently somewhat shorter than the Earth year, and as its orbit seems to vary somewhat, from time to time, presumably due to the adjustments of Priest-Kings, the insertion year varies somewhat. The calculations in these matters are due to the devices and measurements of Scribes.
