Answer
The word Mead appears 31 times in Book 9, Marauders of Gor. Outside of that, the word appears only three other times. And in all of those other three times, mead is only referenced, not shown as being served.
So, while it can't be outright stated that mead can not be served someplace other than Torvaldsland, it is not shown so in the books.
Therefore one of the three references not in Book 9 holds true:
In the north generally, mead, a drink made with fermented honey, and water, and often spices and such, tends to be favored over paga.
