To begin with, I have no idea how to answer your question of “Are they a Gorean thing”?
They are not Kurii. What else could they possibly be but Gorean?
Everything the Books tell us of Rune-Priests is already here at ~The Gorean Cave~.

But I’m sure you already read through all of these quotes.
I’m sure you already took out your own copy of Book 9, Marauders of Gor and Book 20, Players of Gor and read all of the surrounding text so that you made sure you understand the quotes in context.
Since you already did all of that, I have no idea how to answer your question of “CAN they have an FC?”.
Nowhere in what we are told of Rune-Priests mentions they cannot have a Free Companion. Nothing says they must have a Free Companion.
So you will have to reason on your own just how similar are they to the Caste of Initiates.
